This operation has been launched in 2005 by Cart'Com, the French free card.
Each month, it gives "carte blanche" to an agency to create a card whatever the subject. 100 000 copies of this freecards are distributed in 700 places of Non'Stop Media network, in agencies... Each year, a jury composed by the participating agencies votes for the Cart'Blanche de l'année (Cart'Blanche of the year)
